Ending a long 11-year wait, prospects have emerged for the implementation of a revised salary structure—commonly referred to as the 9th Pay Scale—for government employees. According to sources from the Ministry of Finance and relevant departments, the new pay framework could come into effect from July 1, 2026, if all processes proceed as planned.
In view of rising living costs and persistent inflationary pressure, a significant revision to the existing salary structure has been proposed for public servants. The proposal suggests that salaries across different grades may increase by up to two and a half times, marking a substantial uplift in overall compensation.
A high-level 10-member committee, formed to review the recommendations of the Pay Commission, is reportedly in the final stages of its work. Officials indicate that necessary allocations for implementation are being considered in the 2026–27 national budget, while preliminary provisions are also being incorporated into the current fiscal framework.
Under the proposed plan, the new pay scale is expected to be implemented in phases rather than a single adjustment. In the first phase, basic pay may be increased from July, followed by gradual enhancements in allowances such as medical benefits, transport support, and other associated facilities in subsequent stages.
According to the proposed structure, an employee in the 20th grade—currently receiving a total monthly package of approximately Tk 16,950—may see their basic salary raised to Tk 20,000. Including allowances, the total monthly income could rise to around Tk 41,900, representing a notable increase compared to the existing framework.
The last major revision, the 8th Pay Scale, was implemented in 2015. Since then, no new salary structure has been introduced for nearly a decade. Following the political transition in 2024, initiatives to formulate the 9th Pay Scale were undertaken, and the process is now nearing its final review stage.
Meanwhile, employee associations have intensified their calls for swift implementation. The Bangladesh Government Officers and Employees Welfare Association has announced a large-scale programme in front of the National Press Club on May 16, demanding immediate and tangible action from the authorities.
Overall, expectations are mounting among millions of government employees ahead of the upcoming budget. If implemented, the proposed pay scale is expected to provide significant financial relief to public servants and their families, according to stakeholders.
