Bribery Persists in Public Services Despite Change in Government: TIB Survey

Despite a change in government, bribery and irregularities in Bangladesh’s public service sector remain largely unchanged, according to the latest survey by Transparency International Bangladesh (TIB).
The survey found that corruption remains widespread in key public services, including passport issuance, land administration, the Bangladesh Road Transport Authority (BRTA), law enforcement agencies and the judiciary.
According to the report, citizens paid an estimated Tk 12,633 crore in bribes while accessing public services between November 2024 and October 2025. The survey also revealed that 81.6 percent of households experienced corruption while receiving at least one public service during the period.
Most respondents said obtaining public services without paying bribes was difficult. Passport and BRTA services recorded some of the highest levels of reported corruption. The report also noted that the limited use of online services has allowed middlemen and corrupt practices to continue.
While assessing the current government’s first 100 days in office, TIB acknowledged several positive initiatives. However, it said stronger measures are still needed to improve accountability, strengthen anti-corruption efforts and accelerate administrative reforms.
Experts argue that meaningful progress will depend less on political change and more on ensuring accountability within the public administration and enforcing the law impartially against those involved in corruption.
