Sylhet’s Deputy Commissioner and District Magistrate Md Sarwoer Alam has been withdrawn from his post and attached to the Ministry of Public Administration as Deputy Secretary. A government circular issued on June 21 said the decision was taken in the public interest but did not specify any reason for the transfer, nor did it name a successor.
His withdrawal comes at a time when his tenure in Sylhet had drawn widespread discussion for a series of administrative interventions spanning environmental protection, tourism management, railway oversight, public health coordination and religious institution governance.
Sarwoer Alam assumed charge as Sylhet DC on August 18, 2025, during a period when the district was under national attention over illegal stone extraction, environmental degradation in major tourist zones, and governance challenges in public service delivery.
From the beginning of his tenure, he adopted a field-oriented administrative approach, frequently visiting remote areas, riverbanks, border zones and key public service institutions. His style of governance was widely described as interventionist and visibility-driven, with emphasis on enforcement and direct public engagement.

Environmental enforcement and river protection
One of the most notable aspects of his tenure was his focus on environmental protection, particularly in the district’s ecologically sensitive zones such as Sada Pathor, Jaflong, Bholaganj and surrounding river areas.
The district administration under his leadership intensified drives against illegal stone extraction, transportation and riverbed mining—activities long associated with environmental degradation and local syndicate networks. He also emphasized protecting river ecosystems as part of broader sustainable tourism and environmental management efforts.
Tourism and public space management

Tourism hotspots in Sylhet, including natural sites along rivers and hill regions, also came under increased administrative attention during his tenure. The administration reportedly worked to regulate unauthorized activities in tourist zones, improve monitoring, and ensure better coordination among local agencies responsible for site management and visitor safety.

Officials and observers noted that his administration treated environmental protection and tourism regulation as interconnected priorities.
Railway service and passenger reforms
Sarwoer Alam also drew attention for his interventions in railway service management on the Sylhet–Dhaka route. Complaints regarding ticket black marketing, syndicate influence and rapid disappearance of tickets during online sales led to increased administrative monitoring.

His administration supported verification-based travel oversight and coordinated with railway authorities to strengthen passenger service monitoring. Initiatives were introduced to ensure that tickets reached genuine passengers, reflecting his broader focus on service transparency and accountability.
Health sector coordination
In the health sector, his role largely focused on coordination and oversight rather than structural reform. He worked with district-level health authorities to improve service delivery at Sylhet MAG Osmani Medical College Hospital and other public healthcare facilities.

Efforts were made to improve patient management systems and inter-agency coordination, particularly in addressing service bottlenecks in public hospitals.
Education and institutional governance
In education, his administration emphasized institutional discipline, coordination between schools, colleges and the district administration, and youth engagement through civic and social programs.

While no major structural reforms were completed during his tenure, officials said the focus remained on improving administrative oversight and strengthening institutional cooperation.
Shrine management and public debate
His tenure also became widely discussed due to administrative steps related to financial transparency in the management of Hazrat Shahjalal (R) and Shah Paran (R) shrines in Sylhet.
The district administration initiated measures to review donation handling systems, install monitoring mechanisms and improve accountability in shrine fund management. These steps generated mixed reactions—some welcomed the push for transparency, while others criticized the pace and method of implementation.

Rivers, governance and field administration style
Beyond specific sectors, Sarwoer Alam’s tenure was characterized by frequent field visits to river areas, tourist sites, infrastructure projects and administrative offices. His governance style emphasized direct supervision, on-site inspections and rapid administrative response.

Observers describe his approach as one of the more active field-level administrations in Sylhet in recent years, particularly in relation to environmental enforcement and public service monitoring.

Transfer and unanswered questions
The government’s notification transferring him to the Ministry of Public Administration did not provide any explanation beyond stating “public interest” as the basis of the decision. No official connection has been established between his recent administrative initiatives and the transfer.

As he moves to his new assignment in Dhaka, his tenure in Sylhet is likely to be remembered for its strong enforcement actions, visible field presence and extensive administrative interventions across environment, tourism, transport and public service sectors.
